items that were covered during the course of the meeting.
Our BCA Past, Present, and Future
Why a
new league? To create a 'players' league. One that
allows input from the players every season thereby creating a more
effective league for the players. Change in handicap and scoring
making it a more competitive league. This is exciting as everyone
will be challenged to boost up their level of play. All this in a
sportsmanship manner...and much more. By doing this we make the
statement below by BCA true!
What
can we expect? Money, $, Money,$. All kidding aside, more
tournaments, greater payout than ever seen throughout this area.
Fun, food, build camaraderie amongst the teams as well as the league.

Membership and Weekly
Fees
BCA Membership Fees are
$10/year.*
BCA sanction fees are
yearly. BCA runs from June 1st to May 31st.
Local League Fees are
$15/session.
Local membership
session fee is $15 per session regardless of the amount of weeks
scheduled.
Weekly Fees: $6/player
The team is responsible
for $30 per week regardless of how many players play.
What does this mean?
To get started your membership fee is $25 ($10 for BCA and $15 for our
league.) since this is the first season of a new local league. We will
have 4 weeks to pay these fees at which time they will be sent out to
BCA for sanctioning our league as well as the players. Your weekly fees
are due at the time of play.
Anyone playing one week of league is required to
pay the sanctioning fees.
* Here is an excerpt
from BCA League Policy notification on their webs-ite as of May 4th,
2007:
New, starting
June 1, 2006 – a player will pay a $10 league membership fee to each
local league the player joins during the year.
Unfortunately, the old policy of paying only once cannot be effectively
administered. In spite of the good intentions of the majority of League
Operators, membership information is all too often delayed or
incomplete, which prevents the national office from being able to verify
that the player signing up for one league is the same player that
already joined in another league.
In the past, a
player might renew membership in one league in January (for example) and
then decide to join a team in a nearby league during February or March.
The League Operator in the 2nd league may be unable to verify the
membership, especially if the first League
Operator had not
yet sent the membership to the national office. In reality, if the first
Operator delays sending the membership fee, then the player is not yet a
sanctioned league member, even though he may have paid for his
membership weeks ago. This constant verification problem consumes hours
of research.
We hope and
believe that LeagueSys (the BCAPL league management software) will
provide an effective tool for verifying player membership status on a
timely basis at some future point – as LeagueSys becomes more universal.
In the meantime, the BCAPL will find a way to reward our most active
players for their multiple membership fees.

Start Times, Reschedules,
Forfeits
Play should begin
promptly at 7:30 PM. However, team captains may agree to wait to begin
play no later than 8:00 PM. This will ensure league play is completed
in a timely manner.
You may begin play with
fewer than 5 players. Once the player arrives, he/she may play the
current round and the prior round.
Example: Teams are
competing in their 3rd round when the player arrives, the
player will be able to play the 3rd round and the preceding 2nd
round.
Teams may reschedule
their match provided there is a 24 hour notification to the League
Director. The scheduled match will remain in tact if ample notification
is not given. For your convenience, all team captain phone numbers will
be available and placed on your weekly statistics to be placed within
your binder.
Please keep these to a
minimum to avoid it playing out negatively within your team or
throughout the League. If you begin to see a pattern with some players
you may want to opt for a sub in your lineup.
Additional Bylaws
Each team will be
provided a binder for them to review the League Bylaws and maintain
their team’s player phone numbers, weekly statistics, scoresheets,
schedule, and any newsletters provided by The AMP League. Please take
special care of your team binder as they are the property of the League
and will be used in upcoming seasons. These binders should be reviewed
by your team members weekly.
Here is a summary of
additional bylaws. Details can be found in your team binder once you
receive them.
- The push-shot rule
will not exist for the purpose of this league. Those of you
who plan on playing in the State and National tournaments should be
aware of what a push shot is and know how to avoid them preventing
ball-in-hand for your opponent.
- BAR vs R/O:
Break-n-Run will not exist. The ruling will be as follows.
If it is the players first time at the table and they run the rack
it will be considered a RunOut. The break does not count as a
shot at the table unless there is a scratch or a ball jumps off the
table. Any ball jumping off the table is considered a foul; as
such, the possibility of a RunOut is negated. If the person
who breaks also pockets a ball (excluding the cue obviously) they
may continue to shoot and run the rack for it to be a RunOut - this
is the same as a BAR though it is just considered a RunOut now.
This will allow everyone to run the table given the opportunity.
- Player shooting
may ask for assistance. Only the person shooting may ask for
assistance. The shooter may only ask teammates and only a
teammate currently not playing. NOTE: The player may ask for
assistance one time per game. If the player opts to not ask
during the course of the game, it does not get rolled over to the
next game. This rule will not be in effect during Team Finals.
- Promote
sportsmanship! <I will expand on the at a later date, but the
jist of it is...> Everyone's attitude will promote growth into the
league or deter it from growing. As we all want the league to
become a success the following cannot and will not be tolerated:
yelling, cussing, throwing sticks. Of course, everyone gets
'excited' when they run the table or beat a good team or player.
In instances like these it is encouraged. Atleast you are
having fun, right.
- Everyone must
shake hands before and after their match.
What does all of this
lead to: A friendly, competitive and hopefully fair league.
Team Unity
Most teams become
successful and have a positive outlook when

up on-time
- Players cheer each
other on
- Stay within a
radius from the playing area; thereby creating a TEAM
During the course of league play
only 2 tables will be alloted per match. This does 2 things. One, it
forces team members, to a certain degree, to stay within the team
playing area. And two, keeps those additional tables open for our
sponsors customer base. This is a win-win for both sides.
The highlighted part
was taken out as players spoke up and said that is one thing they really
like to have during their match. As such, and it being a players
league, we will keep in place.
Stats
Stats will be available
within 48 hours, via the Internet, upon receiving scoresheets. You may
print a copy from the league web-site if you choose.
Individual Statistics
will be based upon a ball average. To calculate your ball average
divide the 'total points' you have divided by the 'number of games
played'.
All averages and
handicaps should be rounded UP.
A ‘team win’ is
constituted by the team with the highest numbers of points during the
match. Team rankings will be determined by overall number of wins. In
the event of a tie, the next determining factor will be Team point
average, followed by total number of points, then by point dif %, if
necessary.
The Stats page will
highlight and congratulate those that had a 5/0 or R/O for the week.

Handicaps
and Averages
Handicap will be 80% of
the difference of the two team averages and will be applied per round.
The handicaps should be rounded up.
Player averages will
roll into the next season. Averages will be kept for a period of 2
years (not seasons) if a player does not play; otherwise, they just
continue to roll into the next season.
Scoresheets
A win moves from 10
points to 9 points per game. This makes it slighty more challenging for
‘stacked’ teams to run over the less experienced teams. However,
obtaining a 10 is still possible. Any player who obtains a R/O will be
awarded the extra point.
Tournaments
Tournament locations
have been determined.
There will be 4
tournaments this session: Mid-Season Individual, EOS Top 16
Individual, EOS 17+, EOS Team Tournament (Season Finals)
NOTE: The
first season the percentages were backwards and we played through it.
Season 2 has the changed now in place. Those people with
40%
or more are eligible to play in the Individuals Tournaments. A
player must have at least
60% or more of games played to complete in the
Season Finals.
ALSO: In
order to be awarded the INDIVIDUAL OVERALL and/or TEAM (R/O, 5/0's,
Avg.) categories the player must have played at least
60%
of the games.
A player must have
played at least
40% of league play in order to participate in any of the
individual tournaments. Those players must also be up-to-date with
their league fees.
Players wanting to play
in the EOS Team Finals must play at least
60% in order to participate.
Banquet
Awards and monies will
be paid out during this time. Come celebrate everyone’s
accomplishments. Have some food. Have fun.
Potluck where everyone
brings a dish, league pays for it. Let’s vote on it.> We did and at the
next banquet it will be a potluck. I will get with each of the
captains to find out who is bringing what.
Following the banquet
we will have a meeting for the upcoming session followed by a
tournament.
Payout Schedules
See the attached sheet
for the payout schedule. All monies will be accounted for at the end of
the season and distributed. Team Captains will have a copy of what is
being paid out at the time of the banquet.
Mike Ferguson
has agreed to be the League Treasurer
and will be responsible for obtaining all dues and payouts. Thank
you Mike for accepting this role and leadership opportunity.
Racking
BCA passed a rule that
now requires the 'breaker' to also rack. At the meeting prior to
the season beginning, it was voted upon and deemed that this rulle will
not be used in league play, including all tournaments.
All players need to be mindful that this rule IS in effect at larger BCA
functions outside of The AMP League. Example: State
Tournaments and Nationals.
